In 2001 a senior in Economics at University of Pennsylvania conceived of and began BACtrack at a time when breathalyzers were only for law enforcement, and used only when it was too late. Keith Nothacker drove to California with a plan: change how the world drinks by showing them the numbers. Yes, by using the BACtrack App you can text a BAC reading to another individual.
In my experience you need cell service, yes. Here's why: while it works on wifi only (cell data is not needed) you must have GPS activated on your phone. I tried it using only wifi on a cruise and it wouldn't work because GPS wouldn't function without cell service on my phone.
The results are viewable within the app and if you need to print them, one solution is to take screen shot(s) of your results and print them from a computer.
With the off-the-shelf version you basically cannot "prove" the user's identity except for the fact that the results can be texted from only your phone. In my world it'd be a stretch to ask a sober person to blow on my behalf though, typically if I'm drinking so is everyone around me, and those that don't are not the type to volunteer themselves to blow a false negative...
